Francisco Javier Avalos is a California B-General Building licensed contractor with nearly 40 years of experience in the construction industry. He began his career in 1987 and has since earned a reputation for quality workmanship, practical problem-solving, and a deep understanding of construction standards and industry best practices.
As the company’s qualified license holder, Francisco exercises direct supervision, control, and oversight of all construction activities, ensuring every project is completed in compliance with California Contractors State License Board (CSLB) regulations, state safety requirements, and applicable local building codes. His experience spans jobsite leadership, project planning, subcontractor coordination, structural scope execution, and hands-on technical supervision across residential and commercial construction projects.

Sarah holds a Juris Doctor from a leading U.S. law school and brings years of high-stakes legal experience representing contractors, developers, and infrastructure firms. Her guidance helps ensure Double AA Construction maintains the highest standards of integrity, transparency, and regulatory compliance while delivering excellence across demolition support, remediation coordination, subcontracted services, emergency jobsite response, and infrastructure development.

CHIEF ESTIMATOR
Michael Bischoff serves as the Chief Estimator at Double AA Construction, leading cost analysis, bid strategy, quantity takeoffs, and pre-construction budgeting for public and private construction projects. With over 15 years of experience in heavy civil, commercial development, and infrastructure estimating, Marcus is known for delivering highly accurate projections backed by data-driven risk assessment and market-aware pricing models.
He oversees all major bid submissions, collaborating closely with project managers, operations leadership, and trusted subcontractor partners to ensure every estimate reflects real-world execution plans, material scalability, labor forecasting, and schedule efficiency. His strategic insight helps Double AA Construction remain competitive on large-scale prime and subcontracted bids while maintaining profitability and operational integrity.
