Francisco Javier Avalos is a California B-General Building licensed contractor with nearly 40 years of experience in the construction industry. Arthur D. Recio Jr. serves as Construction Manager and Vice President of Business Operations at Double AA Construction, where he oversees project execution, financial performance, and overall company operations. With a strong background in both field coordination and business management, Arthur plays a critical role in ensuring projects are delivered efficiently, safely, and in alignment with client expectations.

Arthur has managed a wide range of construction projects, from smaller residential and commercial scopes to large-scale demolition and infrastructure-related work, including projects valued in the multi-million-dollar range. His experience includes budgeting, contract negotiation, scheduling, subcontractor coordination, and maintaining compliance with public works requirements, including prevailing wage and certified payroll standards.

In his dual role, Arthur bridges the gap between field operations and executive oversight—working closely with General Foremen, subcontractors, and clients to maintain clear communication, control costs, and keep projects on schedule. He is actively involved in developing scopes of work, preparing estimates, managing risk, and ensuring that all work meets company standards for quality and safety.

With over 20 years of hands-on construction experience across a wide range of project scopes, including demolition, structural work, and general building operations. His extensive field background allows him to perform skilled work with precision, efficiency, and a strong understanding of project requirements.

Bale is proficient in executing daily construction tasks in accordance with plans, specifications, and safety standards, while maintaining productivity and quality workmanship. He works closely with field leadership and crew members to ensure coordination across trades and smooth jobsite operations.

Known for his reliability and strong work ethic, Bale brings a practical, problem-solving mindset to the field and is capable of working independently or as part of a team to meet project deadlines. His long-standing experience in construction environments allows him to adapt to changing conditions and consistently deliver dependable results.
